The successful bidder will install, operate and maintain at least 3,300-plus shelters and 20 self-cleaning public toilets, 330 newsstands and other "public service structures", which can range from rubbish bins to information kiosks providing public information.
Tenders are due by June 30 this year. Iris Weinshall, a commissioner at the New York City Department of Transportation, said: "This request for proposals is an important step forward to implementing the first comprehensive street furniture plan for the city of New York."
Other tenders are likely to come from Viacom, which has worked on some New York City public sites since 1986, and Clear Channel Communications. Mayor Michael Bloomberg has been pushing for the contract to be decided by open auction.
JCDecaux, which is headed by chairman and co-chief executive Jean-Francois Decaux, already runs street furniture contracts for Chicago and San Francisco, and in Los Angeles in partnership with Viacom. It also holds ad contracts for 99 shopping malls, and 43 airports including JFK, Washington and Houston.
