Best replaces Andrew Brown who is retiring from the role from the end of March next year. Best will work with Brown until the end of this year.
He takes on the role as CAP take on an extended remit. From the beginning of March, its code will also apply to online ads, including social networks and search marketing.
Best’s advertising career stretches to 1975 when he joined BMP as a trainee planner under Stanley Pollitt and within six years joined the board as planning director.
He occupied several senior management roles at BMP and in the DDB network before retiring from his post as DDB's chief people and strategic officer three years ago.
Best has also been chair of the Advertising Association, president of the European Association of Communications Agencies, a council member of the IPA and is a council member of the Advertising Standards Authority
Sir Chris Powell, the chairman of Asbof, said: "James’ understanding of the advertising business and advertising self-regulation is second to none, we are lucky to have him."
