Iain Jacob, Starcom's chief executive for Europe, the Middle East and Africa, masterminded the shake-up.
The first move sees John Antoniades, formerly the head of Mediavest Italy, promoted to EMEA client services director. In his previous role, Antoniades ran the Fiat account across Europe.
Jacob has also appointed Richard Law, formerly the managing director of Starcom Mediavest in Ireland, to client managing director. Law will run the Procter & Gamble business across the entire EMEA region.
Nigel Foote, previously a UK managing partner, becomes the EMEA product development director. Foote will develop Starcom's product positioning and support services, focusing on insight and research.
Jacob was appointed to the EMEA chief executive role in January, following the departure of Mark Cranmer. The restructure also follows several account wins, including Del Monte and Revlon.
Jacob said: "Since starting this job, it has been clear to me how we can build on the exceptional client list we have. I have been moving quickly to create a powerful regional management infrastructure."
Separately, Jacob has made several network appointments. Gerrit Nagel, formerly the general manager at Carat in The Netherlands, becomes the managing director for The Netherlands. Fabio Ferrara, the head of P&G in Italy, has been appointed the general manager in Italy. And Anna-Lena Karlsson, previously the managing partner at the WPP-owned Global Solution in Stockholm, has been appointed the chief operating officer for the Nordic region.
