The 20-page report, which has been published shortly before the BBC's own Annual Report and Accounts, expresses concern over the strength of the BBC's public service remit, and questions both the accounting transparency and the degree of separation between the Corporation's commercial and public service operations.

It also recommends that the BBC should be regulated by the Independent Television Commission, which oversees all commcercial TV in the UK but no the BBC, which is current self-regulated by the BBC's Board of Governors.
