In his new role, Harper will aim to position Ipsos UK as the market leader in the omnibus arena, and spread the reputation of i:omnibus, the survey he helped launch, in Europe.
Harper said: "The opportunities in omnibus research are vast, and the challenge for me will be to convey the wider benefits the omnibus data has to offer, from providing platforms for forecasting and modelling to segmentation."
He will also be responsible for heading all global omnibus services in the UK.
Harper joined Ipsos UK 10 years ago and has spent six years as director of Ipsos Observer. Previously, he worked across a number of divisions, including loyalty, retail and media, where he was involved with the Rajar audio measurement account.
He will report to Ipsos Observer managing director Ian Wright, who said the appointment would enhance the Ipsos brand in Europe.
"Tony's background in all aspects of omnibus research gives him a solid understanding of the ever-changing market in this area, and his vision and expertise will be central to enhancing our brand and advertising tracking services in Europe," Wright said.
