The DMG, which deals with emerging markets and issues, has been chaired by Alan McCulloch, the man behind the launch of Saatchi & Saatchi Vision, for almost three years.
"After the lather of the dotcom years, new media has settled down and is growing steadily despite the recession," Owen said.
"We aim to help encourage this growth by addressing all those issues that dog new markets."
Owen is joined by two new vice-chairmen, Ben Christie, the interactive solutions director at PHDiQ, and Nick Gutfreund, the managing director of the digital planning and buying agency i-level. Gutfreund has worked for Publicis where he set up and ran Ericsson's global advertising account.
Owen will take up the post and chair his first DMG meeting on 5 November.
