Its recommendations come in response to a report commissioned by the Department for Culture, Media and Sport from the Work Foundation on the economic performance of the UK's creative industries.
The IPA is calling on ministers to promote the UK as a global centre of advertising excellence. The Government is due to present its findings before the end of the year.
