However, Brooks, who was previously the chief human resources officer at WPP, will continue to act as a consultant to Interpublic.
An Interpublic statement said: "The change was prompted by Brooks' desire to focus exclusively on talent management and recruitment ... while stepping away from the administrative responsibilities involved in heading the human-resources function of a multinational company."
Interpublic sources suggested that Brooks' bullish style did not suit the network at a time when it has been more process driven because of the scrutiny it faces from regulators.
His tenure also coincided with a turbulent time for the network, which has recently lost key personnel including Jim Heekin, the chairman and chief executive of McCann-Erickson Worldgroup; Ben Langdon, the regional director of McCann-Erickson Worldgroup, and Tom Bernardin, the chief executive of Lowe in New York.
Brooks, 48, joined Interpublic in November 2002 after ten years at WPP.
