Channel 4 was warned over a number of breaches, including giving undue

prominence to the manufacturers of the Manchester United strip.



The Liberal Democrats have accused the Government of wasting millions of

pounds on advertising. Malcolm Bruce, the Lib Dems’ Treasury spokesman,

claimed Labour was set to spend pounds 250 million on publicity in the

current financial year. Bruce attacked the Government for spending

millions on ads explaining new tuition fees for university students and

self-assessment tax returns, as well as recruitment ads for the Armed

Forces, at a time when the Ministry of Defence had made thousands of

people redundant.



Full Circle, the BBJ-owned youth communications consultancy, has been

appointed by Miss Selfridge to engineer a relaunch for the fashion

outlet, following discussions with a number of youth marketing

consultancies, including Magic Hat, during the past two months. Full

Circle will advise the retailer on advertising, marketing and media,

while media buying will be handled by BBJ Media Services. Full Circle

will also take charge of creative work, commissioning freelance

creatives on an ad-hoc basis.



The MacManus group, which owns DMB&B and MediaVest, has created a new

worldwide task force to spearhead its media expansion. In the US, the

company will merge the DMB&B, Televest and the NW Ayer media brands, as

part of a drive to create a top-three global media operation.



M&C Saatchi has lured the copywriter, Richard Dean, one of its founding

creatives, back after a 17-month exile during which time he had spells

at Bates Dorland and WCRS. Dean, a Cannes gold winner in 1996, will

partner the art director, Malcolm Poynton, in a creative department

restructuring being carried out by Simon Dicketts, the agency’s joint

creative director.



Russell Ramsay and John O’Keeffe, the senior Bartle Bogle Hegarty

creative team, have changed their minds about joining J. Walter Thompson

(±±¾©Èü³µpk10, last week). They are understood to have told John Hegarty,

the executive creative director at BBH, on Monday of their intention to

remain at the agency.



Hyundai, the South Korean carmaker, is believed to have had discussions

with Bates Dorland about a possible pan-European corporate campaign.

Diamond, the Bates network agency in Seoul, already handles the

company’s domestic business.



Labour has threatened to bring in legislation to force the BBC and ITV

to run party political broadcasts if they press ahead with plans to

scrap them outside election periods (±±¾©Èü³µpk10, last week). Seventeen

Labour MPs signed a Commons motion urging the broadcasters ’to remember

their public obligations’.



The Union has been appointed to handle Mitsubishi Motors’ Scottish

advertising campaigns, taking nearly pounds 500,000 worth of business

from the car giant’s incumbent agency, RPM3. Radio and press advertising

to support local dealers will now be handled by the Union, which has

also been appointed by Scottish Screen to promote all aspects of the

Scottish film industry.



Young & Rubicam is developing a campaign for Diners Club UK’s pounds 3

million return to television advertising after an absence of ten years.

The chargecard company is owned by Citibank, which Y&R won globally last

year. Mediapolis will handle all media on the campaign, which will break

later this year.



Publicis Technology has acquired two San Francisco agencies as part of

its plan to create a global virtual agency network.



Publicis Technology, created last year when Publicis bought the SMI

Group, has acquired the hi-tech agency, Hodskins Simone & Searls, and

the interactive agency, DNA New Media. Further acquisitions along the US

east coast and in Singapore are planned.
