The news comes in the fallout of the collapse of the digital terrestrial broadcaster, which went into liquidation last week owing the league £178m out of its £315m three-year football rights deal.
ITV Digital collapsed when the Football League refused to renegotiate the deal after league matches failed to draw viewers to ITV Digital's football-dominated premium sports channel ITV Sport.
The football league is now thought to be looking very closely at ways of increasing the value of its media rights, and allowing Scotland's top two teams, known as the 'Old Firm', to join the First Division would make any deal considerably more attractive.
The two Glasgow teams have a large following outside of Scotland, particularly in London among expatriate Scottish and Irish fans.
The move would see the number of teams in the First Division increase from 24 to 26. Ideally, Celtic and Rangers would like to join the Premier League, but they will only be allowed to do this by winning promotion after two seasons in the Football League.
Meanwhile ITV Sport, the channel that is being held responsible as the cause of ITV Digital's fall, is to close on May 11.
The channel's management are said to be discussing employment options with its 44-strong workforce about their futures.
ITV Sport has continued to broadcast as a standalone channel, but it is expected to close when rights for Football League games run out on that date.
Other sports including Champions League matches, the Rugby World Cup and the Tour de France, which are currently screened by the digital channel, are expected to be transferred to ITV2.
