Hooper Galton, Fallon, WCRS and Karmarama all created ads which appeared in the May issue of Sugar. Readers voted for their favourite.
The winning idea, from Hooper Galton, will be made into posters to go out with the magazine's October issue. The posters will also go out to 2,000 secondary schools.
The poster depicts a laughing mouth with a bully's fist representing the teeth. It reads: "Laugh along with a bully and you are a bully."
The campaign, which has been given the title "stand up, speak out", aims to unite teenage girls against bullying, violence and intimidation.
