Ofcom found the group's lyrics about a transsexual were unsuitable for broadcast shortly after midday on a weekend, when children were likely to be watching unsupervised.
MTV tried to defend the broadcast saying that that the tone of the song was not offensive to transsexuals and the midday scheduling was in accordance with its policy at a time when not many children would be watching.
Ofcom found the video in breach of Section 1.2 of the Programme Code, covering "family viewing and the watershed", because MTV policy should include Saturday afternoons, not just mornings, as a time when children are likely to be watching.
The complaint from viewers about 'Your Mother's Got a Penis' follows an ad for Goldie Looking' Chain's first album, 'Greatest Hits', being pulled by the Advertising Standards Authority last week for depicting one of the comedy rappers sniffing an aerosol can.
The ad in Viz promoting their debut album fell foul of a person who complained to the ad watchdog that it might make getting high on aerosol cans appeal to young people.
The ad shows the group standing next to a graffiti-covered concrete flyover with one of them about to spray his can at the photographer and another wedging his up his nose.
Also in trouble this week was Channel 4 over swearing on 'The Big Brother Panto'. The show received 36 viewer complaints after it was broadcast in the morning in December.
Channel 4 said the post-watershed version had been incorrectly broadcast instead of an edited one and, as such, an apology was made by the continuity announcer at the end of the first of the show and the correct tape was played for the second part.
In light of the on-air apology, Ofcom considered the matter resolved.
