Garcia, who was previously associate director, takes over from Sharon Wheeler who, after the recent launch of Turquoise Dubai, will oversee the business and strategic development of Turquoise in the UK and the Middle East.
Turquoise clients in both regions include TV3, BBC Worldwide, NTL Telewest, Arab Radio Network, Dubai International properties and the Middle Eastern Broadcasting Corporation.
Garcia said: "Turquoise is an agency that is going places and it will be very exciting to play a big part in its continuing success."
Garcia's career began in account handling within advertising and DM agencies, managing accounts like British Airways, American Express and Cable & Wireless, before moving into TV production.
Prior to working at Turquoise, she worked at Lambie Nairn on O2, Arab TV channel MBC and insurance group Aviva.
Sharon Wheeler said of Garcia: "Her marketing skills come from across a number of disciplines, which means that she can look beyond the obvious and come up with ideas that push the boundaries."
