for the Olympic Stadium in March and its football fixtures were granted primacy over other events. UK Athletics will also be able to organise major events at the venue between June and August each year.
Throughout the year, the Olympic Stadium will be able to host other events such as community events, rugby matches and concerts. However, Barry Hearn, owner of Leyton Orient Football Club, which turned down tenancy of the venue due to a fixed athletic track, criticised the investment of public money to convert it into a ground primarily for West Ham FC.
The House of Lords report, entitled Keeping The Flame Alive and published today (18 November), highlights the controversy over the future use of the £429m venue, which is owned in partnership between the London Legacy Development Corporation and the London Borough of Newham.
The committee said it could not comment on the fairness and the process of the stadium's new use, but explained the ongoing dispute between West Ham and Leyton Orient has been a "disappointing distraction".
The report read: "In examining the arguments over the stadium's future use, we are concerned that the central point is being missed: the stadium is a national asset and the focus should be on making the best use of it for the community and for the taxpayer."
The committee also reviewed the future use of other venues in Queen Elizabeth Olympic Park including Lee Valley's VeloPark, Hockey and Tennis Centre and White Water Centre, as well as the Aquatics Centre and Copper Box, operated by Greenwich Leisure Limited.
"A key part of the legacy value of the Games' facilities was their future use in attracting sporting events to the UK," the report stated. "The value of these venues for the future staging of events seems already to have been demonstrated."
The committee expressed concern over the affordability of some facilities to the local community and called for a pricing restructure at certain venues.
