After a 15-year career at SRH, Quartly's most recent role as managing director of its London sales house was cut short by the company's acquisition by Emap in August. Quartly is advising Emap on the transition until the New Year, when he will join UTV Radio.
Quartly, who is also a board director of the Radio Advertising Bureau, will take charge of national station TalkSport and 17 local stations in England, Scotland and Wales.
UTV, which already owned five stations in Ireland, took control of the UK stations with the £97m acquisition of The Wireless Group in June.
The deal also brought Talk 107, the Edinburgh station launching on February 14 next year following The Wireless Group's win of the local FM licence in December 2004, under UTV's control.
UTV itself won the Belfast FM licence in March and will launch its U105 station on November 14. Airtime sales to UK advertisers will be managed by First Radio Sales, which will report to Quartly.
Scott Taunton, managing director of UTV Radio, said: "Phil has a critical part to play in enhancing our audiences and commercial opportunities, as well as enhancing relationships with advertisers and the UK radio industry."
Quartly said: "I look forward to working with the management and helping to make UTV Radio an even bigger force in the UK market."
