Experian's product National Canvasse is the third in a series to be launched since the government introduced an opt-in clause on Electoral Roll forms, allowing consumers to opt in to the register that is open to businesses.
Royal Mail recently rolled out its Universal Supression Service, to allow companies to clean their databases, while CACI recently launched the Consumer Register, a database of UK residents.
Patrice Bendon, senior product manager for Experian's marketing services division, said: "We still have access to the edited version of the register, which contains the names of people who have not opted out from having their data used commercially.
"This data will be supplemented with our National Canvasse product, which is a mixture of compliant register records combined with name and address level data from Experian's Canvasse Lifestyle database, and significant data contributions from partner organisations."
Companies were barred from using the electoral roll for commercial purposes at the end of last year after Brian Robertson, from Wakefield, Yorkshire, took legal action against his local council after it refused to confirm that his name and address would not be supplied to commercial companies without his consent.
Since then, the ban has been lifted on credit reference agencies, but it is still prohibited for direct marketers to gain access to the opt-out list.
