Fielder, who left Leagas Delaney after the collapse of the 拢62m deal to sell the agency to Canadian group Envoy Communications, was most recently at new marketing consultancy Blackbird as a managing partner.
Brule, who set up the agency in 1998 while still working on Wallpaper, said he hoped Fielder's appointment would help Winkreative capitalise on the growth in the UK market.
The agency was initially part owned by Time Warner, parent of Wallpaper, but Brule completed a management buyout from the media giant just over a year ago.
"A year after the completion of our MBO from Time Warner, we're looking to establish a bigger client base in the UK, Spain and the Nordic region and Jerry has the experience to build our operation," Brule, Winkreative's chairman and creative director, said.
Brule stepped down from his role as editorial director at Wallpaper in May 2002 to concentrate on what was then the Wink creative consultancy.
Winkreative clients include Bally, the Swiss-based shoe, accessories and clothing brand, which hired the agency to handle its creative account from its London and Zurich offices. Other current and recent clients include Marks & Spencer, Swiss International Air Lines, and Stella McCartney.
According to Fielder: "Having spent the vast majority of my commercial life working with London's most intuitive creative talents, I'm certainly not going to 'change horse' now. In Winkreative, Tyler has built a global creative resource ideally suited to serve the multiplatform requirements of businesses today."
Fielder spent 20 years at Leagas Delaney and was named chairman in 1992. During his time there he was involved in buying the company out from the Abbott Mead Vickers Group and developing it into an international brand with offices in San Francisco, Paris, Dusseldorf, Rome and Hamburg.
