Tiger relinquishes his role as the president of Euro RSCG France to become the senior vice-president of Euro RSCG Worldwide.
He reports to the worldwide chairman, Bob Schmetterer, and will lead the network on a series of high-level initiatives.
Schmetterer said: "Francois has done a fantastic job in France, but I need his experience in other parts of the world."
Tiger has been a driving force behind the restructuring of the network's French operation over the past three years.
This has included the creation of corporate and financial entities, as well as the founding of an interactive division.
His departure means Stephane Fouks has been named the chief executive of Euro RSCG France. His new role will be in addition to his existing title of president of Euro RSCG C&O.
Fouks is joined by Mercedes Erra, a founder of BETC Euro RSCG and currently the co-president of the agency, who will become the chairman of Euro RSCG France.
"The new management structure is the logical next step in the agencies' evolution, and the best way to ensure we continue to provide our clients with communications solutions relevant to today's consumers," Schmetterer added.
