It comes two weeks after the music giant rejected a £2.1bn takeover bid from rival Warner Music. Warner is thought to be considering its next move and a merger could still be an option.
The appointment of Smith marks a return for her to the company. She has previously worked for EMI as director of global marketing for its Capitol label between 2003 and 2005.
Prior to that she spent nine years at artist management company Principle Management, which represents U2, Paddy Casey and Art Of Noise.
In her new role, she will work closely with Eric Nicoli, EMI Group CEO, and Tony Wadsworth, EMI Music UK & Ireland chairman and CEO. Reporting to her will be Celia Carrillo, who transfers from EMI's Continental European marketing team to become senior director of global marketing at EMI Music.
Alongside Smith, EMI has appointed Giampietro Paravella and James Bradbury to lead global and international frontline and catalogue marketing.
Paravella, who has been promoted to senior vice-president of international marketing, will head operations at EMI Music International, focusing on the promotion of worldwide artists in Continental Europe, the Middle East and Africa, Australasia, Japan, Asia and Latin America.
He has previously worked for PolyGram and Warner Music in Italy before joining EMI Music Italy in 1999. He moved to London in October 2005 to take up the position of vice-president of global marketing, and last year was named vice-president of marketing for EMI Music Continental Europe.
Bradbury has been appointed vice-president of global catalogue marketing for EMI Music, with responsibility for sales of the company's extensive back catalogue, looking at physical and digital catalogue campaigns with global and international potential.
Bradbury joined EMI in 1995, initially working in account management and trade marketing roles at EMI Music UK, before taking responsibility for commercial marketing on a global basis in 2003.
Smith, Paravella and Bradbury will report to Jean-Francois Cecillon, who in January was named chairman and CEO of EMI Music International, heading EMI’s operations in all countries outside North America and the UK.
Cecillon said: "The new teams will be empowered to make effective decisions that will enable us to deliver success for our talented artists on a global basis."
