The magazine, codenamed 'Project Villa', is due to hit newsstands before the end of the year.
The title will be a mix of real-life stories, celebrity news and high-street fashion. Insiders say it will take the irreverent approach to celebrities championed by Emap's Heat.
It is understood that some of the team behind Emap's monthly teen title Bliss, which was recently offloaded to Panini, will create the title.
Bliss - which targeted 14- to 17-year-old girls - was sold off last December and many believe it has left a hole in the Emap portfolio.
Earlier this year, NatMags launched online teen magazine Jellyfish to tap the market, while IPC has had success with fashion-focused Look.
