Scarfe's main role at the Nottingham-based company will be to generate new business with an initial focus on the financial services sector.
Prior to joining Business Intelligence, Scarfe worked with CACI as a database consultant for the market database team in the Financial Services division.
She brings with her extensive experience in technology, financial services and marketing in the business-to-business and business-to-commercial sectors.
Scarfe said that now more than ever, with the erosion of data made available to marketers, through Electoral Roll opt-out, it was important for communication to reach the customer via their preferred channels and remain relevant to the individual's interests.
"Without enough intelligent application, even this data becomes useless to the marketer. I hope to work with my colleagues at Ebiquita to enhance our offering," she said.
Separately, Ebiquita appointed Paul Birks as director of analytical solutions earlier this month and unveiled EbiquitaDirect, an online DIY data processing service.
