, Walsh, who guest edits the newspaper's Sun City section, described the government's strategy of raising taxes to lower excessive alcohol consumption as "simplistic" and a "terrible mistake".
Walsh wants the government to drop its plans to raise alcohol tax by 2% a year for the next four years.
The Tories said they are also looking at tax as a way of lowering the price of alcohol in the off-trade.
Instead Walsh said supermarkets and parents should accept some responsibility for the problem while the government needed to improve policing to deal with disorder caused by excessive drinking.
He said: "Everyone has to take accountability. We’ll do our bit but the government, the supermarkets and parents must do theirs."
Walsh was speaking ahead of 'The Arthur's Day' celebrations to commemorate the 250th anniversary of Arthur Guinness signing the lease for the brand's Dublin brewery.
"Guinness has lined up bands including Kasabian and The Black Eyed Peas to appear as part of today's celebrations.
Guinness has been building up to the anniversary throughout the year with a series of campaigns including free glasses and VIP tickets to today’s event.
It has also teamed up with Sky to run a broadcast of the celebrations, which will take place outside the brewery.
Diageo will be hoping the event will not be overshadowed by the ongoing row between Diageo, the Scottish government and workers over plans to cut 900 jobs from two factories in Scotland.
Speaking at a rally this week in Kilmarnock, Scotland first minister Alex Salmond said: "Diageo as a company have been focused on what they can save in terms of cost, what they can maximise in terms of profits.
"I believe there has been little or no focus, until late, in terms of the social consequences of their economic decision-making."
