De Pear, who left Mediaedge:cia last December, takes over responsibility for all of Billetts' multinational clients and will oversee the expansion of the company's international network. This year Billetts has opened offices in Ireland, France and Spain and has partnerships with media consultants in Germany, Italy and Scandinavia.
De Pear said: "Media is broader than just buying spots or planning spaces and Billetts has a depth of services that goes beyond evaluation to ensure that advertisers achieve true accountability. I believe there is a great opportunity to develop this expanding business even further."
John Billett, the chairman of Billetts, added: "This is a major step forward in the evolution of Billetts as a worldwide media effectiveness brand. I am confident he will add a further dimension for the benefit of our customers."
De Pear joins the company on 1 October.
