The agency has been selected to create the internet activity for the voter education advertising campaigns for next year's elections.
De-construct, launched out of the digital agency Deepend, won the account after a four-way pitch and will start work on a website that launches this autumn. The site is intended to advertise the election to voters, candidates and the media.
Matt Bright, the website content manager for London Elects, commented: "With an approach combining both impressive thoroughness and real creativity, de-construct really stood out among the tenders we received."
London Elects chose to put de-construct in place more than a year ahead of the elections because of the complex nature of the election process.
Voters will be asked to cast five votes: two for the Mayor of London, two for the Assembly members, plus one for members of the European Parliament.
The body has also established a five-strong communications team in order to raise awareness for the elections held in June 2004.
Andy de Groose, the managing director of de-construct, said: "We're really excited to have been chosen for this work. The internet will play an important role in the forthcoming elections and we see it as a great opportunity."
