Bishop joined the COI in November 2002. One of his first tasks was to persuade the Department for Transport to return to using the COI following the establishment of its own agency roster. He also set up a system of account directors to take responsibility for each government department.

Graham Hooper, director of client service and strategy at the COI, and Simon MacDowall, director of communications and marketing at HMRC, are tipped by insiders to be in the running to replace Bishop.
