The new structure sees a 30% increase in operations teams since the process began last year.
The reorganisation will include significantly expanded project management, survey scripting, data processing, translations, and quality assurance teams.
Operations will be centred in Germany and Romania, with project managers also located in London, Paris and Amsterdam.
Gunnar Piening, managing director of Ciao, said: "The challenge was to put together a structure that allowed our client service team to seamlessly manage the significantly expanded volume of work we've seen over the last 12 months."
The online research group said projects managed in Europe grew by approximately 30% from 2004 to 2005.
Alberto Abisso, vice-president of operations, will manage the new high-availability management teams.
In addition, a new project planning system has been put in place to ensure an accurate and timely allocation of resources to all projects.
Albert Angrisani, president and chief executive, said global quality and service are of paramount importance.
He said: "Extending our 24/7 operations capabilities to all of our global clients supported by expanded European Quality Assurance and project management teams will enable us to better serve our global client base."
