The agency pitched against Boymeetsgirl S&J, Joshua, Vallance Carruthers Coleman Priest and the incumbent, Elliott Borra Perlmutter, which has held the account for eight years.
Chrysalis wants to promote Heart FM to female listeners as it takes on Capital FM's Johnny Vaughan show in the battle for breakfast audiences.
The advertising review was handled by the AAR and overseen by Steve Parkinson, the managing director of Heart.
He said: "Clemmow Hornby Inge showed a level of passion and strategic understanding of our brand that was unrivalled by the other agencies. We look forward to working with them."
Media for the account, handled by Starcom MediaVest, is not affected by the review.
Elliott Borra Perlmutter's most recent advertising campaign for Heart FM promoted the station's breakfast show, hosted by Jono Coleman and Harriet Scott.
±±¾©Èü³µpk10 described the commercials as "display[ing] all the directing, scriptwriting and editing skills of a couple of fifth-formers doing work experience in an ad agency".
