The creative, which carries the strapline "Our cows are free to roam", beat entries from 13 other finalists including Saatchi & Saatchi, VCCP and Miles Calcraft Briginshaw Duffy.
The campaign, which was entered by CHI's Katy Emson and Jo Clays, promotes Anchor’s free range credentials and features a cartoon cow on a bus window.
As the winner, CHI receives a free bus media campaign in the city of their choice plus a UK-based break for the winning creative team.
The result was decided by online voting and a judging panel including Guy Moore, a creative director at Leo Burnett, Sean Meikle, the head of outdoor at PHD, Simon Labatt, the creative director and co-founder of Saint, and Clare Watson, the brand communications manager at Pizza Hut UK.
According to CBS, almost a quarter of a million votes were cast throughout the competition.
Peter Charlton, the national sales director at CBS Outdoor, said: "The entries show how the creative industry is using the medium to develop stand-out campaigns which capture consumers’ attention as they are increasingly spending more time out and about."
