Rudofsky, who takes up his new post on Monday, replaces Shaun Williams who left to join The Guardian last month.
He joins Carlton at a challenging time for the broadcaster, which is having to rebuild its reputation following the collapse of its ITV Digital joint venture with Granada, deal with court cases and look at a possible merger.
Rudofsky was one of the founders of Citigate Communications, which merged with Dewe Rogerson in October 1998.
He joins Carlton from Helsen Communications, an independent agency where he set up and ran its City and financial division since 2000.
Rudofsky worked as a financial journalist for 13 years. When he crossed into PR in 1987, he had worked for BBC Radio and Investors Chronicle before becoming a senior City correspondent on the Daily Telegraph, where he remained for eight years.
"I am delighted to be joining what I think is a very strong team. Clearly a lot is going to happen in the months ahead and I am looking forward to it very much," Rudofsky said of his appointment.
Both ITV companies have come under fire for their handling of ITV Digital's demise.
They face two court cases, one from former ITV Digital employees claiming that Carlton and Granada have breached contractual obligations, while the Football League is suing them for the £178m ITV Digital owed it for the rights to televise league matches.
Carlton and Granada are also expected to merge now that legislation preventing the creation of a single ITV company has been relaxed in the draft communications bill.
