Tribe reports to creative head Dan Hirons and head of copy Stephen Mulholland, who both joined in April.
"I am really looking forward to building the team with Dan and Stephen and helping to further raise the creative bar," Tribe said.
While at E3, which he joined in 2003, Tribe worked with clients including Orange, Kia Motors and Toni & Guy. Prior to E3 Tribe spent time at AKQA and Wheel.
Nick Meads, Carlson marketing group executive creative director EMEA, said: "Tim is a big hitter with fantastic web design skills across a broad range of sectors. He will complement the great work already produced by Dan and Stephen."
Located in Bristol, Carlson Digital is the online arm of Carlson Marketing Group, which is based in Central London. Its clients include Muller and Hyundai.
Hirons is also a former creative director at E3 Media, but left two three years before Tribe joined.
