This is the first role Rhodes has taken since she left her role as chief executive of News International's magazine company News Magazines in September last year.
The division was closed following a review by chairman and chief executive of News Corp Europe and Asia, James Murdoch.
In a 28-year career at News International Rhodes was employed in a number of senior roles. She was managing director of Times Newspapers, publisher of The Times and The Sunday Times, from 1997 to 2001, managing director of News Group Newspapers, publisher of The Sun and The News of the World, from 2001 to 2005 and finally chief executive of News Magazines.
Ian Russell, chairman of Johnston Press, said Camilla has had an "enormously successful career" in the publishing industry, rising to the most senior levels of News International and her "very considerable media experience" will benefit Johnston Press and further strengthen the board.
Rhodes has held several board positions on news industry bodies, including the Advertising Standards Authority, the National Readership Survey, the Newspaper Publishers Association and the Newspaper Marketing Association Council.
