Ecclestone said the premium service would offer "radically different coverage", which will be available to 5.5m Sky Digital customers in the UK and Ireland.
Subscribers to the channel will see extended coverage of all 17 grands prix, including the ability to choose different camera angles and call up information such as comparative lap times.
Ecclestone said: "The frustration of having to sit passively in front of a TV set, wanting to know more, wanting to see something different, will be a dark and distant memory."
The cost of subscribing to the channel has not yet been disclosed, although it has been suggested that the charge would be competitive with other sports.
The financial details of the deal were not available, although executives involved in the negotiations indicated that Sky would pay Formula One Management "far less" than the £70m ITV paid for its five-year terrestrial coverage rights.
