The plans have been submitted by BBC managers to governors and are the first to be made under the public value test criteria, which comes into effect next January.
This test is used to assess the public value and market impact of major investments made by the corporation.
The development of BBC iPlayer is being overseen by Simon Danker, who in June was promoted from director of UK & Ireland global TV sales division to the newly created role of director of digital media.
The corporation's online broadcasting services such as iPlayer and in particular its seven-day catch-up service, is seen as key to competing with the likes of Sky+.
During the World Cup, the online simultaneous broadcasting service was trialled, offering broadband users the chance to view the corporation's complete coverage of the tournament.
Governers will make a decision on the plans by early next year and following a public consultation.
