BBC Trust announces public value test into BBC HD channel

LONDON - The BBC Trust is applying a public value test (PVT) to the BBC executive's proposal for a permanent high definition (HD) television channel.

The PVT will begin on Monday May 21 and has three components.

The first is a public value assessment carried out by the Trust. The second is a market impact assessment (MIA) carried out by Ofcom, to terms agreed jointly by the Trust and Ofcom. These assessments will run concurrently during a 28-day consultation period.

The third is the Trust's consideration of the public value assessment and the MIA. It then publishes its conclusions for consultation, before reaching its final decision.

It is expected that the final decision will be published by November 21.

At its meeting yesterday, the Trust gave permission for the BBC's HD trial to be extended until the end of the PVT process.

The BBC began broadcasting an HD channel in June 2006 on the Sky platform. Its first HD programme was the opening football World Cup match between Germany and Costa Rica.
