The teenage lifestyle title will publish fortnightly from October 22. Special preview issues will appear in Top of the Pops Magazine on October 7 and It's Hot! on October 14.
Dare, which targets 10- to 14-year-old girls, will be priced at £1.60 with 68 pages and its launch will be backed by in-store promotions.
The magazine will run investigative features, celebrity interviews and features on relationships and fashion. BBC Magazines wants it to be "full of attitude and honestly reflect the way the average reader sees herself and her friends".
Alfie Lewis, publisher of Dare, said: "We set out to extend our teen portfolio with an intelligent read that doesn't compromise on entertainment value, and I think we've got it spot on. Unlike some of the existing lifestyle titles out there, Dare has a very natural feel to it and will ensure our line-up remains unbeatable."
Speculation had been mounting that the launch was to be a music-related title, because this sector of the teen market has seen most growth recently with titles such as Top of the Pops and Smash Hits seeing circulation increases. Lifestyle titles such as Sugar and Mizz have fared less well.
