Last month the BBC was awarded the licence to take over the three digital terrestrial licences previously held by ITV Digital, which collapsed after running up massive losses.
The BBC, along with transmission business Crown Castle, and supported by BSkyB, beat five other applicants including a joint bid by Channel 4 and ITV under the name of the Digital Terrestrial Alliance.
Since the licences were awarded, the BBC has been in discussions with the ITC to provide a detailed explanation of its plans for the service which is expected to launch in October.
The discussions include a proposal by the BBC to boost the signal of the digital terrestrial multiplexes it has been awarded, which will avoid some of the problems ITV Digital subscribers experienced such as frozen screens.
