The website, called Soup, is set to launch in mid-March and will be partnered with one of the BBC's channels later in the year.
Based on the successful Film Network, which showcases short films from new British filmmakers, Soup will be creating an online portfolio of new comedy performers.
Hopefuls will be able to access expert tips on how to create and perfect their work and gain access to BBC video, audio and images. The site will also allow people to leave feedback and rate the performances.
Vicky Dolan, Soup site editor, said: "Soup creates an online community of comedic talent aimed at anyone who wants to make people laugh, or wants to get in the business."
Professionals in the industry will be able to use the site as a talent-spotting portal to search for the next comedy producers and actors of the future.
Soup is being built by E3, a full-service digital agency.
