Amnesty defeats ban on use of UK broadcast media

The government has overturned a ban on Amnesty International UK advertising on broadcast media, in a landmark ruling that could redefine what passes as political advertising.

It has compensated Amnesty with "an appropriate sum for the loss of income suffered as a result of the ban after the human rights charity complained to the European Court of Human Rights.

Political advertising on TV and radio - except for party broadcasts - is prohibited in the UK by the 1990 Broadcasting Act, but Amnesty complained about the way in which the ban was being applied to human rights organisations.

Its complaint related specifically to the period between 1994 to 1997, when it was prevented from publicising the genocide in Rwanda because the Radio Authority had decided that its objectives were of a mainly political nature.

Amnesty is now expected to hold talks with agencies to create a direct response TV campaign to acquire members.
