The company, which already runs Oxford FM 107.9, one of two stations already covering the area alongside GCap's Fox FM, will import its Jack FM format, an American brand introduced to the UK by Absolute and programme and operations director Clive Dickens.
The win marks the first successful bid for the Jack FM format, which has also been submitted in bids for licences in Manchester and Liverpool.
Absolute will broadcast the new station, due on-air in February, from the same offices as its current Oxford station but with no shared output.
Aimed at the over-30s, the station will play a "wide variety of music with low repetition". Absolute will continue to aim Oxford FM at people under 30.
